TRIPOLI, Libya (AP) ? Six days of tribal clashes in a remote desert town in southern Libya have killed 147 people, the country's health minister said Saturday.

Fatma al-Hamroush said in a press conference in Tripoli that the fighting in Sabha has also left 395 wounded. Around 180 people have been transported to the capital Tripoli for emergency treatment, she said.

The authenticity of the video could not be verified.

Some families from Sabha said they fled the city by foot as bullets whizzed by. Some hit women and children.

In one of Tripoli's hospitals on Saturday, 14 year-old Mohamed Koukani Allafy was being treated for a gunshot wound that he sustained walking to school earlier this week. His family said they moved him to the Tabu stronghold city of Morziq, around 100 kilometers (60 miles) south of Sabha, before he was transported by airplane to Tripoli.

Adam Ahmed Saeedi, 12, was also being treated in a Tripoli hospital after he was injured fleeing with his family.

A Rent to Own Agreement is a lease combined with an option to purchase the property within a specified period at an agreed uopn price. Such arrangements have proliferated in the post-crisis market because many potential home buyers can?t meet the tougher loan qualification requirements today, and many potential sellers are unable to realize a satisfactory selling price.

In a recent article published in Fox Business, Mr. Kramsky stated that since the seller can?t market the home to anyone else during the lease period, it?s common for sellers to require a down payment of 1% to 5% of the sale price , called an ?option fee.? If, at the end of the lease period, the renter buys the house, the option fee is applied to the down payment. If the renter does not buy the house, the seller keeps the fee.

He also advises sellers aim to sell the house for 5% to 10% more than the current market price to cover any appreciation in the home value.

In addition to that down payment, Kramsky recommends including a rent premium into the monthly rent. For instance, sellers might want to add $300 on a $1,000-a-month rent that would be applied to the purchase or down payment of a house if sold, but kept if the deal falls through.

Sellers can even have the buyer agree to handle all home repairs and maintenance, placing the burden on the renter if anything goes wrong with the house, and alleviates the need for the seller to act as landlord.

While Kramsky says it?s not common from renters to walk away from a rent-to-own deal, it does happen, particularly if they don?t qualify for a mortgage at the end of the lease term. ?Maybe they lose their job or maybe they are relocated or were unable to save money. There are many factors,? he says.

In sum, there are definitely situations where Rent to Own Agreements can benefit all parties.

'Hunger Games' Fans 'Blown Away' At Midnight Showing

Early reports predict midnight box-office totals of more than $18 million.

With midnight showings of "The Hunger Games" sold-out for weeks in advance, expectations for the highly anticipated film were even higher for those brave enough to journey to theaters in the middle of the night. Thankfully, Katniss Everdeen and the rest of the tributes did not disappoint.

Early reports for the midnight box-office totals predict returns north of $18 million, according to Variety. Those figures put "The Hunger Games" in contention with "The Dark Knight" and "Harry Potter and the Half-Blood Prince," which earned $18.5 million and $22.2 million at midnight, respectively. Early predictions for the weekend total estimate "The Hunger Games" earning $125 million.

MTV News caught some rabid fans on their way out of the first showings of "The Hunger Games" in New York City, and most of them couldn't have been more pleased.

Joanna Cruz said she was left "speechless" and was "on the edge of my seat the whole time." Some took their praise ever further. Judith Cruz called it the "the best movie ever." "I can't wait to see it again," she said. "It was awesome. I cried at certain parts."

Though most of the people we interviewed expressed their love of the movie as a whole, a few couldn't help but point out that they missed some scenes that ended up on the cutting-room floor. "I loved it. I thought it was awesome," Elena Lerner said. "It wasn't completely true to the book — they left out a few scenes — but overall, we were both freaking out in our seats. It was so good."

Josh Solomon felt similarly. "I thought the film was very good, well done," he said. "It missed a couple scenes from the book. It missed spots, but I thought it was done pretty well."

But for one fan in particular, the movie could never live up to the book. "I don't know how I feel about it. When I read a book, I get very in-depth, and I felt like they missed a lot of what was in the book," Samantha Cohen said.

On the other hand, Esther Portyansky said that the movie was a reminder of why she liked the book so much in the first place. "It was incredible. I was absolutely blown away by it," she said. "I read the books last summer, and I think I'd almost forgotten how amazing they were, frankly. The movie more than did it justice."

Yen shade weaker after rally, but risks linger

TOKYO (Reuters) - The yen softened on Friday after Tokyo importers took advantage of its broad rally the day before, while risk currencies like the Australian dollar were poised to end the week sharply lower on fresh concerns about the health of the global economy.

Manufacturing shrank for a fifth month in China, while factory activity in Germany and France, Europe's two biggest economies, suffered big and unexpected falls, data showed on Thursday, bolstering the yen and sending growth currencies down.

But on Friday the Japanese unit's underlying weakness was reinforced by selling by Japan importers, whose purchases of fossil fuels have surged as most nuclear reactors in the country were taken offline after the Fukushima disaster last year.

"Importers who were late into the dollar rally have been very active since late New York trading, both in dollar/yen and in euro/yen," said Teppei Ino, currency strategist at Bank of Tokyo-Mitsubishi UFJ in Tokyo.

The yen dropped 0.3 percent to 82.75, slowly inching back towards this year's low of 84.19 hit earlier in March. Its rise on Thursday stalled ahead of the resistance at the 23.6 percent retracement of its recent fall at 82.28.

The dollar's staggering rally on the yen lost impetus late in the week as investors booked profits on the greenback and as Japan posted a surprise trade surplus on Thursday.

Other currencies also recouped some of their overnight losses on the yen despite Asian stock markets turning red, suggesting investors are awaiting more definite signs of a global slowdown before shunning riskier assets more aggressively.

The alarm lights are flashing as Spanish bond yields spiked above 5.5 percent for the first time since early January, with investors continuing to worry after Spain proposed to cut the budget deficit, which exceeded targets in 2011, by less than agreed with the EU for this year.

While a slowdown in Europe and China has been expected, investors were unnerved by the drop in new orders in both regions, which fuelled concerns that an unexpectedly severe downturn could snuff out the global recovery.

"The rally in risk assets has been extraordinary this year, so in a way it's positive that weak data is giving traders an opportunity to take profits. If the recent falls end as a mere correction, the subsequent rally would be stronger thanks to this pullback," Ino said.

Reflecting this view, the euro stayed surprisingly resilient against the greenback, bouncing off a low of $1.3133 to $1.3203. But some analysts expect the single currency could still fall against the dollar, partly due to the recovery in the U.S. economy.

The recent flow of encouraging U.S. data has driven U.S. Treasury yields sharply higher, making the dollar less attractive as a funding currency for carry trades.

Traders said yields are prone to pullbacks like the one seen on Thursday, but should rise further if the U.S. recovery strengthened, providing support for the greenback in the months to come.

"We see scope for EURUSD to trade lower in the coming weeks, based on the risk that Treasury yields will overshoot to the upside relative to what we regard as realistic Fed policy expectations," BNP Paribas analysts wrote in a client note.

"We also see the potential for the reemergence of some euro zone stress as we head into April and as the French and Greek elections draw near. We are targeting 1.28 in the coming weeks."

Growth-linked currencies nursed heavy losses against the dollar with the Australian dollar hovering at lows not seen since mid-January at $1.0396. It is on track to end the week down almost 2 percent.

After a rush of manufacturing surveys on Thursday, the focus was again back on Europe, with Italian retail sales and French business climate due later in the day, followed by U.S. new home sales to round off the week.

Our only question is: What took so long?!

Accomplished film and TV stars the Muppets received the 2,466th star on the Hollywood Walk of Fame -- or "Wocka Wocka Fame," if you will -- today in front of the kid-friendly El Capitan Theatre.

"We are just really happy to be on Hollywood Boulevard today, joining some of the greatest names in show biz," Kermit the Frog, who actually already has an individual star, told the assembled crowd.

So, who are some of Miss Piggy's favorite icons?

"Joan Crawford, Bette Davis, Norma Desmond ..." recalled Miss Piggy.

"Norma Desmond is a fictional star," Kermit corrected her, to which she retorted, "Aren't they all?"

Speaking of which, the Muppets -- TV staples since the mid-1950s and regulars on Sesame Street since its 1969 debut -- are not the first fictional (and yet somehow very real) characters to be enshrined on the Walk of Fame. They join Big Bird, Bugs Bunny, Donald Duck, Godzilla, Mickey Mouse, the Rugrats, Shrek, the Simpsons, Snow White, Tinker Bell, Winnie-the-Pooh and Woody Woodpecker.

"Is it time now for moi to do my medley of every song ever written from every great movie musical ever made?" Miss Piggy, ever the scene-hogger, then asked.

Representing for the humans were Lisa Henson, eldest daughter of Muppet creator Jim Henson, whose star is located nearby, and Walt Disney Studios chairman Rich Ross.

Of course, the day wouldn't have been complete without a project to promote. The felt-tastic entertainers' smash-hit comeback, "The Muppets," is now out on Blu-ray and DVD.

Like the eager school kid who keeps raising his hand to answer the teacher, Romney has worn us down. Chatting here with Keith Olbermann about Mitt's Illinois victory. We're all just tired. Just give it to Romney and let's move on. Call it Mitt Fatigue. The media is tired, the candidates are spent, and the GOP voters are simply worn out with trying to find an alternative. But isn't this a nightmare scenario for Romney? Without GOP rivals to entertain us, now he must find a way to be interesting for the next six months. Good luck with that.

Tonik health insurance

Tonik health insurance is offered to customers by the Anthem Blue Cross and Blue Shield Company. The Tonik plans were originally launched on the market to provide people with simple, but comprehensive plans which cover major medical benefits as well as vision and dental care. The plans are basically aimed at children, students, and recent graduates, but they?re available for anybody who hasn?t reached the age of 65 yet.

Tonik health insurance is currently available in half a dozen states, which are California, Colorado, Connecticut, Georgia, Nevada, and New Hampshire. The plan available in California is named the Thrill Seeker (Tonik 5000) which offers health, dental, vision, and generic drug all in the same policy.

The plan provides coverage for office visits, preventive care, and hospital and emergency care. Tonik utilizes a network of health care providers and you don?t need to choose a PCP (primary care physician). Also, if you have the Anthem Blue Card program coverage then you?re covered throughout America.

The rates for insurance will typically differ in each state and will depend on which of the three different plans you select. All of the plans provide the same all basic coverage, with the only differences being the coast of the monthly premium as well as the co-payments, deductibles, and the number of visits to the doctor that are included.

You only have to pay a deductible when you?re receiving treatment for specific illnesses or conditions. The co-payment amounts for a doctor?s visit range from $20 to $40 and it?s set at $10 when you need a prescription for generic drugs. Remember though, the plan s cover generic drugs only and not brand-name medications. The plans don?t currently offer maternity coverage either.

You can choose which doctor or health care provider you?d like to visit and customers are provided with a list of them which can also be accessed by the Tonik health insurance website. If you?re relatively healthy with no major health issues your Tonik application can usually be approved right away. If you?ve received recent medical treatment then it will typically take a bit longer.

There aren?t any minimum contracts with Tonik health insurance quotes, so you don?t have to worry about being locked in with the plan. You may receive a policy for just a few months or for numerous years. However, you have to be under the age of 65 to apply for coverage. If you?re 65 or older Medicare supplement plans are available.

The Tonik 5000 Thrill-Seeker health plan comes with a deductible of $5000, which is also your annual out-of-pocket expense. The co-payments for doctor visits are $20 up to a four-visit maximum. Inpatient and outpatient hospital care is also available after you?ve reached the deductible. For the dental coverage, you pay 20 per cent of minor procedures such as fillings after you?ve paid a $25 deductible. Optional enhanced dental coverage is also available.

There?s a $25 deductible in place for contact lenses and glasses and you receive $80 towards lenses or $100 toward glasses every 24 months. Eye exams are covered to $50 or the money can be used towards contact lenses each year.

Italy's Monti faces trade unions on labor reform

ROME (Reuters) - Prime Minister Mario Monti began a final push for a deal with unions on Tuesday over a revamp of labor laws aimed at creating jobs and underpinning wider reforms to Italy's weak economy.

The former European Commissioner opened informal discussions on a number of disputed points in the morning ahead of a meeting with labor leaders at 3.30 p.m. (1430 GMT) to try to reach a deal on easing long-cherished legal protections for workers.

The government argues the rules have contributed to years of chronically low job rates and minimal economic growth but the biggest union is resisting changes.

Four months after he was summoned from an academic semi-retirement to rescue Italy from a Greek-style debt crisis, Monti has won acclaim for taking action where his billionaire predecessor Silvio Berlusconi had, in the eyes of many, offered little more than rhetoric and distraction.

At the head of a government of technocrats installed with the approval of European Union partners - and Italy's creditors - Monti has already forced through a 33-billion-euro austerity package to try to stop the rot in public finances. He has made Italians swallow sharp cuts in future pension provisions and done away with a swathe of regulations on service businesses.

But Monti, who has made labor market reform a priority for his government, faces his first big moment of truth when he tries to deliver on a promise to broker an agreement on labor market reforms.

Failure to persuade union leaders, who fear they may have already given too much away in the atmosphere of national emergency, could mean mass strikes and ructions within Monti's left-right parliamentary coalition.

The prime minister has vowed to press on with reforms regardless, setting a deadline of the end of the month for reaching a workable compromise. And whatever happens on Tuesday, the arguments are likely to rumble on.

The meeting is being closely watched by investors as an indicator of how far Monti can go, and how fast.

Employers complain that regulations, many dating from the 1970s high-water mark of trade union power, are discouraging them from taking on new staff and stifling productivity.

"We're running the last mile," said Corrado Passera, the banker Monti brought into government in November as industry minister. "An agreement is within reach," he told reporters in remarks that are at odds with signals coming from some unions.

TWO-TIER LABOUR MARKET

Monti wants the unions to abandon rules enshrined in Article 18 of the labor law that make it difficult to fire workers in larger companies for all but the grossest of misconduct.

The rules have been blamed for contributing to a two-tier labor market, familiar across southern Europe, where older staff monopolize protected positions, leaving the young either out of work altogether or on precarious short-term contracts.

The metal-workers arm of the biggest union, the left-wing CGIL, has already laid down its marker for the day by calling on members to down tools for two hours of their own choosing during Tuesday. Leaders say they will not back down on rejecting Monti's proposed changes for newly hired staff to Article 18, a treasured achievement of employee protection law.

Other trade unions, which form part of a substantial unionized workforce of 12 million, or one Italian in five, have sounded a more conciliatory note, however, and the unions failed on Monday to come up with a common line. "An agreement is very possible," UIL labor leader Luigi Angeletti said on Monday.

His price, however, remained a substantial climbdown by the government on proposed changes to Article 18, which are intended to let employers sack workers who fail to perform. "All that must be done is to change the hard line," Angeletti told La Stampa newspaper, arguing the changes had "absolutely nothing to do with the economy, with flexibility or with job creation".

More than 30 percent of 18- to 24-year olds are unemployed, and only about 57 percent of Italians have a job, giving the country one of the lowest employment rates in the euro zone, and also among the slowest economic growth on the continent.

Monti must bolster estimates of the potential growth rate if he is to convince markets that, in the long run, Italy can pay off its debt. So far the former academic economist has been highly successful in turning around market sentiment.

Italy's benchmark bond yield has fallen to below 5 percent from highs of close to 8 percent near the end of last year. But investors may start changing their opinions if Monti fails to pull off the reforms of labor markets he has promised.

Neutrinos slower than light, but continue to befuddle physicists

A recent experiment has demonstrated that neutrinos do not, in fact, travel faster than light. But this ethereal subatomic particle continues to undermine established physical models in other ways.?

When scientists at the European Organization for Nuclear Research (CERN) last year apparently measured neutrinos traveling faster than light,?physicists?were largely skeptical. Their?skepticism now seems justified, as another recent CERN experiment has contradicted the measurements.

Ever since Einstein published the special theory of relativity in 1905, an immutable speed of light has been an integral part of the framework of theoretical physics. Scientists ? including the team that measured the superluminal neutrinos ? were never willing to discard Einstein's crucial idea after just one experimental result.

During the past several months, physicists have been prodding at the experimental and theoretical bases of the contentious Oscillation Project with Emulsion-Racking Apparatus (OPERA)?measurements, which beamed neutrinos from the CERN lab in Geneva, Switzerland to a lab in Gran Sasso, Italy.?In late February, many suspected that a poorly calibrated atomic clock, or even a recalcitrant fiber-optic cable produced an error in the timing. Earlier, in September, physicists Andy Cohen and Sheldon Glashow of Boston University published their letter on arXive that proved the measurements to be theoretically impossible.

The most recent CERN measurements are perhaps the best refutation yet. Using the underground ICARUS detector at Gran Sasso, the experiment replicated the OPERA design, with additional provisions taken to improve the accuracy of the timing measurements. The results maintained that neutrinos travel slower than the universal speed limit.

The 2011 OPERA experiment marked a peculiar moment of fame for the tiny neutrino. The measurements' possible, though very unlikely, contradiction of Einstein's special relativity dramatically overshadowed the enormous problems neutrinos had already been presenting for decades. Physicists would have been loath to make a theoretical exception, even for the ethereal neutrino. But the truth is they already have.

?Ask a physicist to define a neutrino, and she'll probably take a deep breath. Describing a neutrino as ghost-like (or ethereal) is convenient, but is also superficial. The theoretical inception of the particle was an oblique and complicated affair. In 1931 Wolfgang Pauli observed that energy was not conserved in certain radioactive decays, and hypothesized an undetectable particle that made off with the missing energy. The Italian physicist Enrico Fermi later dubbed this particle the neutrino, Italian for "little neutral one."

Physicists have since established some basic facts about neutrinos. They are chargeless, fundamental particles that interact through only two of the four physical forces ? the weak force and gravity. But they do so rarely. This cannot be overstated. Interaction length in particle physics is the average distance a particle will travel through a given medium before it interacts with another particle. For instance, an electron?s interaction length is measured in centimeters of air. A neutrino?s is measured in light-years of lead (a single light-year is roughly 6 trillion miles.)
